Sir,
I have received Sir R. MacDonnell's despatch No. 935 of the 4th January, reporting the refusal of the Rules and Regulations for the licensing and control of Gambling houses in Hong Kong, and the appointment of Messrs. Smith and Deane to control and check the practice of Gambling. I have to convey to you my sanction to the arrangements made by Sir R. MacDonnell and the proposed expenditure.
